Zoleka Rosemary Nokuzola Capa was born on the 24th October 1952 at Mangquzu Administrative Area in Flagstaff, and is married to Lancelot Ndumiso Capa of Ndukudeni Administrative Area, Flagstaff. She did her primary studies at Ncura Bantu Cultural School in Flagstaff and her High School Studies at Emfundisweni School in Flagstaff and Sigoga in Matatiele.
She trained as a Nurse in Holy Cross Hospital, and went to study in Australia, where she obtained Masters Degree in Primary Health Care and Midwifery. She has worked and tutored at Holy Cross Hospital, and was later promoted as a Deputy Director at Department of Health for Region E (Kokstad). In 1995, she was elected as the Member of Parliament (MP) where she chaired various Committees including Standing Committee on Correctional Services, Home Affairs and Health.
In 2000 she was elected as the Executive Mayor responsible for the O.R. Tambo District Municipality until 2010.
During this period, she served as a Board Member of Eastern Cape Socio- Economic Council (ECSECC) as well as the Chairperson of the South African Local Government Association (SALGA) in the Eastern Cape Province.
During the 2007 Conference of the African National Congress held in Polokwane, she was elected as the member of the National Executive Committee. In 2009 she was elected as the National Deputy Chairperson of SALGA (South African Local Government Association). Recently (27 November 2010), she was redeployed to the Eastern Cape Provincial Legislature and was appointed as MEC for Rural Development & Agrarian Reform
